This rod is made of a glowing mass of twisted silk fibers treated with some magical unguent to make them as sturdy as a timber of wood. The command word is in Jeen, the language of light. It creates enormous, soundless, bursts of pure light, of any color or hue desired, steady or strobing, as dim as desired up to a maximum intensity determined by the level of the rod. Tales abound of heroes averting disaster with these rods in times of peril.
Wielders of this rod can utter a command word up to once per round as a standard action to cast a Flare spell, using up one charge from the rod. Instead, the rod can be activated as a swift action for the cost of three charges, or the rod may be activated as an immediate action for the cost of five charges, but only once each round in total.
If a targeted creature has spell resistance, the wielder of the rod must first make a Bailiwick skill check against the target's Maneuver Defense. If they equal or exceed this number, the spell is resolved against the target as normal. If the check fails, the spell is cast from the rod (using up a charge) but has no effect on the target creature.
The burst of light created can instead be useful for long-range signaling, as various colors and intensities can be created, and clever players (or NPC's) may choose to work out signaling methods using this device, since the light can be caused to erupt anywhere within 30 feet of the wielder. When used this way, the light from the rod can be seen by anyone within 100 yards times the creator level of the rod during daytime, or when cast in the presence of other sources of bright light. However, when cast at night or in conditions of dim light, the light can be seen as far as there is line of sight, to a maximum of one mile per creator level of the rod.
You can purchase this rod at a higher creator level than the minimum required to cast the spell. Doing so increases the potency of the spell as described above, but also increases the cost, as follows:
