- Maybe make all metamagic rods into wands?  Pre-define what spells can be made into wands? Make a class of non-spell wands that just 'do stuff' like old-school wands? Combine implements and wands into one sort of item? Pricing might have to be adjusted to reconcile the two pricing models if we do that, but it seems cleaner....
