Contrary to the popular 'joke', no, the Cloak of Elvenkind isn't made out of actual Elves. For that matter, most of them aren't even made by Elves.
The Cloak of Elvenkind is a nice cloak, almost always well cut and of quality materials, and any decorations are of a highly refined style. This is because the Cloak of Elvenkind is meant to evoke the essence of the First World (supposedly the long-ago home of the Elves). The First World is fabled as a place of enormous age and erudition, where exquisite taste and subtlety are the norm rather than the lonely exception.
Most Cloaks will be found with at least some efforts at a stylish cut, so the sympathetic aspects of the magic seem to be working.
Cloaks of Elvenkind, aside from looking fabulous, are also eminently useful for anyone who wishes to be subtle and discrete in their activites. They all allow the wearer to vanish from sight, and make their steps muffled to boot. They are not precisely a Cloak of Invisibility, but in many ways, they're even better.
