This rod is shaped like a wooden stein, tall and stout, with a flip-up cap in the shape of a wooden shoe. It gurgles heavily when carried or moved, but it will not dispense a drop of liquid unless the command word is spoken, which causes a gout of watery oil to gush forth.
Wielders of this rod can utter a command word as a standard action to cast a Slipstream spell, using up one charge from the rod.
This low-cresting wave of watery oil then carries the target along the surface of water or the ground. When moving across level ground, the target's Walk speed increases by 10 feet. While swimming, the Slipstream effect increases the target's swim speed by 20 feet — if the target does not have a swim speed, this spell grants a swim speed of 20 ft.
If cast against an enemy creature, all of the above effects can be applied as penalties to the target's move speed, instead of increases. In such cases, the creature is allowed a Reflex saving throw against a target DC as defined below to reduce the movement reduction by half.
If a targeted creature has spell resistance, the wielder of the rod must first make a Bailiwick skill check against the target's Maneuver Defense. If they equal or exceed this number, the spell is resolved against the target as normal. If the check fails, the spell is cast from the rod (using up a charge) but has no effect on the target creature.
You can purchase this rod at a higher creator level than the minimum required to cast the spell. Doing so increases the potency of the spell as described above, but also increases the cost, as follows:
