Description
- A blue-white ray of freezing air and ice springs from your hand, directed at one or more targets you choose with range, to whom you have line of sight and line of effect. You must succeed on a ranged Touch Attack with the ray to deal damage to a target. The ray deals (Circle 8 damage): 1d6+3 points of damage per character level (max 21d6+63 at character level 21) of cold (energy, common) and 1 point of Ability Dilution, targeting Dexterity.
