A Wand of Perfection is a large but light wand, carved of wood, stone, or ivory and finished in many colors. They are always very cleverly carved, such that they appear to spiral in many strands from base to tip, and small round bits of their material are 'caged' between the curves in ways that seem to be completely impossible, as the harder you look, the more your eyes seem to deceive you. They are often engraved or scrimshawed as well, and the tiny captured parts may have miniscule holes carved in them, or tiny inlaid gems. They are really incredible to examine.
A journeyman's wand of perfection grants the wielder the ability to apply the effects of the Collateral Spell (Feat) to any 1st through 7th level spell, up to once per round, without increasing the spell level of the spell.
The wielder must already possess the Perfect Spell (Feat) to use this wand. Without the feat, the wand is unusable.
This magic item does not require an attunement period, and grants its benefits immediately upon being worn or wielded.
