Black Market Connections (Talent)

Prerequisites: Rogue 1
Benefit: A rogue with this talent gains better access to magic items from their black market connections. The rogue treats every settlement as one size greater for the purpose of determining the maximum base value of items for sale, the purchase limit at each individual shop, and coffer limit of the settlement. (See the Money and Merchants page for details.) With a successful Barter check against the base settlement's unmodified Merchant DC, the rogue can treat the settlement as two sizes larger.
If the base settlement is a megalopolis, the rogue gains a +3 talent bonus to all Barter checks when haggling with the local merchants, just for having this talent. If the rogue succeeds on the Barter check to improve the settlement size by +2 when settlement is already a megalopolis, the rogue gains a +6 talent bonus to all Barter checks when haggling with the local merchants, instead.
Furthermore, a successful Knowledge (Local) check against the base settlement's unmodified Merchant DC cam be used to allow the rogue to sell stolen items on the black market. If the rogue fails this Knowledge (Local) check against the base settlement's Merchant DC fails by 5 or more, they does something to spook the market, and the rogue must treat the city as its normal settlement size for 1 week. Furthermore, those in control of the black market may alert the authorities to the rogue's presence in an act of reprisal for spooking the market or to divert attention away from their own illicit activities.
