A Cloak of Displacement is a garment that is of striking appearance while it is standing still, but which rapidly seems to fade and blur as the wearer moves around. The more the wearer moves, the more this effect grows, until not only the cloak itself, but the wearer as well become an indistinct blur of moving forms.
The effect is disconcerting, to say the least, and can cause attackers to hesitate, lose their focus, or simply startle such that their attacks miss the mark.
For the wearer of such a cloak, it provides unreliable but potent defense, and the more powerful the cloak becomes, the more powerful the effect. At the very upper ends of power, the fading and blurring become so strong that the wearer actually gains the ability to step through space without passing through it, which is massively useful.
As such, these cloaks are highly prized for some cautious adventurers.
You may use the partial concealment granted by the cloak to initiate a Stealth stance, if you wish (instead of needing total concealment or total cover to initiate stealth).
Finally, up to three times per day, the wearer may use Dimension Door as part of a move action. Unlike the spell effect, this power does not end your turn. Being attuned to the Dancing Cloak of Displacement counts as meeting the prerequisite for being able to cast Dimension Door, for purposes of taking certain feats or abilities.The owner of this magic item must wear it continuously for 24 hours to attune it to their aura, and until that time has passed, it provides no benefits to the wearer.
