A Hat of Disguise is a simple item, but one which is tremendously useful to the sorts of folks who need to change their appearance frequently. As a result, such Hats come in literally every manner of appearance, because once they are attuned, it is unlikely you'll ever get to see what they really look like anyway.
All Hats grant the wearer the ability to make a Disguise skill roll incredibly quickly. Normally, such rolls take several minutes of careful and skilled work, but a Hat makes this so fast that you can literally do it in the middle of a combat! Note that even this incredible speed has limits, and during the typical Skill Challenge, such as sneaking into a royal ball, you can only use this item a limited number of times per Challenge, although the highest level Hats are very capable indeed. The GM adjudicates all such matters, of course.
Even better, despite making these Disguise attempts with incredible speed, the magic of the Hat will negate some or even all of the various penalties for more advanced or more hasty Disguises.
Of course, all of this amazing power comes with disadvantages, as well. A lowly Detect Magic cantrip can easily inform onlookers that your amazing self is giving off a magical aura, which may raise suspicions. Even worse, Hats of Disguise are so popular that even lowly versions of them are in high demand, and thus, expensive.
Despite these drawbacks, such Hats are incredibly useful in many, many situations, and are highly prized indeed.
If used in combat, making a Disguise skill check is made as a free action, or as part of a move action, as desired. Note that these actions must be taken during your turn.
Even better, the magic of the Hat negates up to a total of -30 in penalities assessed against the Disguise roll for any reason. This can make the wearer able to pull off Disguising themselves as male or female, old or young, larger or smaller, or even as specific people, with uncanny ease.
The downside is, the wearer emanates a magical aura while Disguised, which certain magical effects or spells might easily detect. Use with care!The owner of this magic item must wear it continuously for 24 hours to attune it to their aura, and until that time has passed, it provides no benefits to the wearer.
