This rod looks like a set of iron shackles that have been welded together to form a rigid assembly, with an open shackle at each end.

Wielders of this rod can utter a command word as a standard action to cast a Slow spell, using up one charge from the rod.

When the command word is spoken, this rod affects a number of creatures based upon the creator level of the rod. At creator level 9 or less, it affects 2 creatures. At creator level 10 to 19, it affects 3 creatures. At creator level 20 to 29 it affects 4 creatures, and at creator level 30 or higher it affects 5 creatures. Target creatures must all be within 30 feet of the wielder of the rod, and within 30 feet of each other.

An affected creature moves and attacks at a drastically slowed rate. Creatures affected by this spell are hindered. Creatures are allowed a Will save against a DC based on the creator level of the rod to negate this effect.

You can purchase this rod at a higher creator level than the minimum required to cast the spell. Doing so increases the potency of the spell as described above, but also increases the cost, as follows:
